On Feb.19th, 2014, accompanied by the deputy director at environment and resources protection committee of the national people’s congress(“NPC”) Luo Qingquan, Wang Hongju, Wang Qingxi, the deputy director at national development and reform commission(“NDRC”) Xie Zhenhua and other leaders from government, vice chairman of the NPC Chen Changzhi who was researching on energy-conservation works in Guizhou had inspected the waste incineration project with 200 tons per day capacity of Guiding Conch. This project was built by Conch Venture in 2012 by using our own technology that solved the local municipal waste issues thoroughly with a stable operation.
The general manager of Conch Venture Ji Qinying, the vice general manager Li Daming, the company secretary Shumao and other directors from Guiding Conch had warmly welcomed the vice chairman Chen Changzhi and his delegation.

Ji Qinying first reported Conch Venture’s basic information on energy-conservation industry to the vice chairman Chen Changzhi. He said that Conch Venture was listed in Hongkong Stock Exchange focusing on energy-conservation and environmental protection field. To respond the request of energy-conservation and environmental protection industry development from the nation, company had focused on green ecological and environmental protection industry ten year ago, researched and practised the waste heat power generation technology and municipal waste incineration technology.

The first inquiry from the vice chairman Chen Changzhi: how much waste could the Guiding Conch project deal with every day? And how did the waste transport?
The answer from Ji Qinying: the design capacity of Guiding Conch project is 200 tons per day. In April, 2010, the first demonstration project of Conch Venture was successfully put into operation in Tongling of which the capacity is 200 tons per day. The advantage of this project is that the layout is concise, the investment is low and it can solve the problem which caused by traditional way of treatment. And speak of the transportation, the waste can be collected in villages, transferred in township, then treated in county.
The second inquiry from the vice chairman Chen Changzhi: is there any preferential policies or subsidies from government after the completion of the project?
The answer from Ji Qinying: the waste incineration via cement kiln technology achieved very good social benefits and high appraise. But as a social public welfare undertaking, the enterprise’s positivity and the exertion of the social benefits is affected in the process of practising and implementation because of the large investment at the early stage and the lack of policies support. We hope to obtain the support from the relevant policies and legislation. We suggest that the industrial policy, technology standard and the support of finance and tax be further defined.
the vice chairman Chen Changzhi discussed with his delegation about the issues which brought up by Ji Qinying. the deputy director at NDRC Xie Zhenhua said that the NDRC had clear standard of municipal waste power generation subsidies. But Conch Venture’s technology was not mature when the policy came out, so this technology was not included in the coverage of the subsidies. They would send people to the company to do the specific research when they went back to give the subsidies to this waste incineration via kiln project refer to the standard of municipal waste power generation.
After listened to the report，the vice chairman Chen Changzhi and his delegation gave a high appraisal to Conch Venture regarding its pioneering development on energy-saving and environmental protection fields.

He was pointing that one important task of his research works on energy conservation in Guizhou is to research on ecology and environmental protection projects, and enlarges the environmental protection industry. The innovative development of new environmental protection technology depends on not only the market mechanism which has to be introduced but also the promotion from government. It has to comply with the market criterion and is in need of policies support. The party’s third plenary session of 18th pointed out the direction for the use of resources and the compensation for the ecological environment. There is huge space for the marketization of environmental protection which needs a strengthened development. Guiding Conch’s project is a good environmental protection project. He hoped that some departments by which he was accompanied such as NPC, NDRC to do serious research on environmental protection project, especially the research on industry supporting policies to help promoting this project. He also hoped that Conch Venture could further enhance the techology research and update, reduce the investment cost and enrich the corporation mode between government and between peer.
